Blender can be best for you and you can ask for glb or gltf formats from 3d artist because they are optimized for web and after publishing you can embed it in your website through iframe if you need further help just let me know

No it will not prevent material changing you can choose exec script puzzle from advance tab and paste this code and it is not necessory to put the puzzle in a specific condition just add code and you are good to go
