when hovered and out do for html element

I hope someone can help me on a Sunday… (if in front of the computer pls)

I’m trying to add a function to an HTML element ‘when hovered’ and ‘out do’.

Below is my attempt and it works perfectly for the 3D object but doesn’t work for HTML elements.

I looked at the Tea Pot example of how it works for the bottom right HTML buttons. This is something similar to what I’m trying to do with an HTML element animated. I couldn’t understand the logic of how it was done. Also, there is ‘Proceedure’ used with a number. Not sure what this is for.

Any help would be very much appreciated!
