    I have noticed that the plug-in folder for V3D in Max 2021 is sometimes installed, or sometimes not.

    I know I can burrow into Max’s custom menus, but is there a correct way to invoke or otherwise perform the 3.1 installation on Max 2021 to get the V3D menu added at the time of installation?

    – Max is not in a custom installation location.
